I was looking forward to the 250m front and 100m side cameras being be upgraded/installed (the 2016 model doesn't have side cams), but it doesn't sound like it is going to be included.

Tesla cannot force you to pay for FSD, and those that had purchased FSD are being offered HW3 upgrade free. If you did not purchase FSD you will not be offered the free HW3 upgrade. The 2 upgrades are completely separate. If you are eligible for the Infotainment upgrade you will receive an email.
